The Waves of Giving Foundation is the District of Washington DC agency responsible for the supervision of adult education and adult literacy. Waves of Giving Foundation will award on a competitive basis both federal and local funding to eligible providers that have demonstrated effectiveness in providing adult education activities.

Waves of Giving Foundation expects to award multiyear funding to up to ten eligible providers of demonstrated effectiveness to serve a total of 1,000+ District residents collectively each year.
All grant recipients will receive the same level of funding to serve 100+ adult learners. The cost per customer amount will range from $5,000 for a total award of $500,000 to $6,800 for a total award of $680,000 each year.
Grant Period
Funding will be used to serve eligible District residents from July 1, 2025 through September 30, 2026.

Eligibility Criteria
An eligible provider is an organization that has demonstrated effectiveness in providing adult education activities to eligible individuals and may include:
1) a local educational agency;
2) a community-based organization;
3) a faith-based organization;
4) a volunteer literacy organization;
5) an institution of higher education;
6) a library;
7) a public housing authority;
8) a public or private nonprofit organization that is not described above and has the ability to provide adult education and literacy activities to eligible individuals;
9) any other organization or entity;
10) a consortium, of agencies, organizations, institutions, libraries or authorities described above; and
11) a partnership between an employer and an entity described above.
Applications will be scored on the following categories
(1) project information, which includes sub-categories including, but not limited to organization mission and goals and statement of need;
(2) program design;
(3) other program elements, such as instructional program or student assessment; and
(4) fiscal management.
Grant funds will be awarded to eligible providers with demonstrated effectiveness to offer Integrated Education ano Training (IE&T) programs, inclusive of
1) adult education and literacy activities,
2) workforce preparation activities,
3) workforce training,
4) digital literacy and digital skills training,
5) supportive services, and
6) transition services to District residents with basic skills deficiencies, limited English proficiency and barriers to employment to pursue their desired career paths.
Grant funds to support the provision of these services are subject to Waves of Giving Foundation receipt of funding from the
U.S. Department of Education, District of Washington City Council and U.S. Department of Commerce.

Substance misuse/abuse continues to be an important public health concern contributing to morbidity and mortality rates.
Evidence shows that the initiation of substance use in adolescence can lead to higher levels of misuse, abuse, and substance use disorders later in life. Waves of Giving Foundation is interested in working with, and supporting, community coalitions and organizations in Utah County in the early prevention of adverse outcomes related to youth substance abuse. The aim of this funding is to identify innovative projects and partnerships across Utah County who are committed to addressing “upstream” factors by focusing on one or more risk or protective factors identified in the Utah Student Health and Risk Prevention Statewide Survey.

Eligibility Criteria
Grantees must be at least one of the following:
Coalition of local community organizations within Utah County that is focused on substance abuse prevention
Local government agency within Utah County, including a law enforcement agency, for a program that is focused on substance abuse prevention
Local education agency within Utah County
Grantees shall address root causes and factors associated with the use of electronic cigarettes, marijuana, and other drugs by:
Addressing risk and protective factors as identified in the Utah
SHARP survey
Identifying ways to implement the 7 strategies from CADCA, and
Explaining how all programs are evidence based, or a promising practice as identified by the CDC Grantees cannot use already funded activities for project proposals.
Grantees applying as a coalition must provide coalition meeting minutes for the previous year.
Grantees applying in conjunction with partners, or another agency must submit letters of support from their partners acknowledging the agreement to support and a willingness to work in a partnership if awarded the funding throughout the entire grant year.
Grantees applying must reside within Utah County
